Israel’s opening of the US$1.7 billion Chinese-operated port at Haifa is the latest addition to China’s ongoing Maritime Silk Road endeavour. Closer home, as India looks to create a vibrant maritime industry through its flagship Sagarmala programme and Maritime India Vision 2030, it will have to consider going beyond the focus on domestic shipbuilding and ship-repair to meet strategic objectives that counter the String of Pearls narrative in the Indian Ocean Region.
