Captain RS Sawan, Senior Fellow at the National Maritime Foundation, participated in a workshop on maritime cooperation and coordination in the Western Indian Ocean held in Mombasa from 14 to 17 April 2026.
The workshop was organised by the Africa Center for Strategic Studies and brought together senior practitioners, policymakers, and experts to examine effective approaches for developing a regional maritime security framework in East Africa and the Western Indian Ocean.
Discussions focused on the application of the DCoC/JA Working Group 3 Concept of Operations (CONOPS) to test operational response mechanisms, information-sharing frameworks, and legal protocols across a range of maritime security scenarios. The engagement underscored the importance of coordinated regional mechanisms and practical frameworks in addressing evolving maritime threats.
The participation reflects the National Maritime Foundation’s continued engagement in international maritime security dialogues and its commitment to supporting collaborative approaches to maritime governance and stability in the Indian Ocean region.
