Maritime India Within the Indo-pacific: Convergences, Divergences, Expectations and Apprehensions

Discussions on “Maritime-India within the Indo-Pacific: Convergences, Divergences, Expectations and Apprehensions” will run across Plenary Sessions 1 and 2 of the conference — will have a number of foreign senior domain- experts, some serving and others retired or drawn from the civilian world, sequentially present India-focussed perspectives (not more than 15 minutes for each speaker) of on the following five specific aspects:

(a) What he/she hopes ‘maritime-India’ will do.
(b) What he/she expects ‘maritime-India’ to do, and
(c) What he/she hopes ‘maritime-India’ will not do;

and then, based upon the foregoing three assessments:

(i) Which areas of practical maritime-convergence can be identified by identified by him/her, and
(ii) Which areas of potential or actual divergence he/she feels need to be guarded against.

These will, obviously, not be the official perspectives of these countries , but merely those of globally acknowledged subject matter experts and thinkers. Against this backdrop, Plenary Session One would feature eminent speakers from:

(i) China
Prof [Dr] YE Hailin (Deputy Director-General, China Academy of Social Sciences: National Institute of International Strategy, Beijing,

(ii) the USA
Rear Admiral (Ms) Eileen H Laubacher, Flag Defence Attaché, Embassy of the USA, New Delhi,

(iii) France
Rear Admiral Gilles Boidevezi, Deputy Chief of the French Navy [International Engagements], and

(iv) Japan
Mr Hideshi Tokuchi, former Vice Minister of Defence for International Affairs and presently a Senior Fellow at the National Graduate Institute for Policy Studies (GRIPS), Tokyo.

The session will be moderated by Admiral Arun Prakash, IN (Retd), former Chief of the Naval Staff, who will also present an Indian response.

Plenary Session Two will continue with the same theme and will feature eminent speakers from

The session will be moderated by Vice Admiral Anil Chopra, IN (Retd), former Commander-in-Chief, Western and Southern Naval Commands, and former DG ICG, who will also present an Indian response.
