About the Speaker

Colonel Hilmy joined Maldives National Defence Force on 25 April 1988. He is a naval executive branch officer with specialization in Naval Communication and Electronic Warfare.

An alumnus of Defence Services Staff College, Wellington, India, he has obtained MSc in Defence Studies from the University of Madras. Furthermore, he is also an alumnus of Asia Pacific Centre for Security Studies (APCSS), Hawaii where he completed the Advance Security Course, and an alumnus of Defense Institute of International Legal Studies (DIILS) in Newport, Rhode Island.

He was commissioned as a Lieutenant in 2002, and has held numerous staff and command appointments in his career spanning 32 years. He has been Assistant Director General (ADG) of Coast Guard, Deputy Commanding Officer for Defence Institute of Training and Education, Commanding Officer of Officer Training Wing, Commanding Officer of Defence Institute for Training and Education, Principal Director of Plans, Policy and Resource Management, Principal Director of Department of International Defence Cooperation in Ministry of Defence, Commander of Aviation Security Command and Defence Adviser of Maldives to Pakistan.

He has attended in the “Sub-Regional Training Course on Marine Accident and Incident Investigation” in Mumbai, jointly organized by International Maritime organisation (IMO) and the Government of India and is awarded as a qualified marine safety investigator by IMO. He has undergone various other courses which include International Maritime Officer’s Course from USA, Junior Staff Officer’s Course from Bangladesh, Law of Armed Conflict Instructors Course and Joint Warfare Officer’s Course from Malaysia, and GMDSS (GOC) Course from Singapore.

Colonel Hilmy has been decorated with Presidential Medal, 3rd November Medal, Good Conduct Medal, Dedicated Service Medal, Defence Force Service Medal, Centenary Medal and 17th SAARC Summit Medal.
